In early April, the Brest Customs press service reported an attempt to smuggle 580 kg of particularly powerful foreign-made explosives from Poland to Belarus in a minibus. The explosives were allegedly hidden under the vehicle's floor lining and wall panels. The cargo was presumably en route to Russia. Vladimir Putin thanked Belarusian customs officers and personally Alexander Lukashenko for intercepting the dangerous cargo. Discussing this incident on April 11, 2025, on the YouTube channel "Politics. Minsk Pravda," host Marina Subbota stated that heightened security measures are justified even in a country as safe as Belarus.
"Generally, these seemingly excessive precautionary measures do irritate people now and then. But even in peaceful Minsk, the capital of the country ranked first in terrorist safety, there has been a greater understanding in recent years of the necessity for metal detectors at public events and subway searches, for example," the host noted.
The WTF team looked into the Global Terrorism Index compiled by the Institute for Economics and Peace based on data about terrorist incidents. In 2025, Burkina Faso, Pakistan, and Syria were identified as the most dangerous countries. The bottom line of the ranking was shared among 64 countries — in the last five years, there have been no terrorist incidents there, meaning the terrorism level is zero. Belarus is not among them. Our country ranked 90th out of 100, alongside Azerbaijan, Ireland, and Uzbekistan, placing it in the group of countries with a very low but not zero threat of terrorism.
Belarus is not a leader in terrorist safety even among Eurasian region countries. Turkmenistan, Moldova, Kyrgyzstan, Kazakhstan, and Georgia are considered safer.
In 2024, Belarus' Interior Minister Ivan Kubrakov announced the presence of a terror threat in the country. According to him, four attacks on critical infrastructure in Belarus and Russia, allegedly commissioned by Ukrainian intelligence services, were thwarted in 2023. In 2021, 11 terrorist attacks were prevented. At that time, they were supposedly prepared by sleeper cells of the "Rabochy Rukh" association. There are five organizations on Belarus' list of terrorists.
